Tank & Line Integrity Testing

Tank and line testing is essential for leak prevention, regulatory compliance and system uptime. Whether it’s a routine checkup to meet regulations or an off-hours emergency, we are your go-to partner. Our specialized technicians are dedicated to performing this service consistently, ensuring unmatched focus and expertise.

Better Technology: Precision Testing

Our certified process uses the latest sensor technology and analysis software to take continuous mass readings of the wet area while simultaneously measuring pressure and vacuum readings of the tank ullage and associated lines in real-time. This provides superior results.
Precision Tank Test. U.S. EPA certified as the most accurate globally. It uses multiple differential pressure sensors, tests the interstice and can test all tank types at any fill level with any product. Built-in quality control provides a live leak rate and instant feedback to technicians.

Precision Line Test. Certified to a leak rate of 0.025 gph, this test is the fastest US EPA certified method (as quick as 3 minutes for an empty line). It is a volumetric test capable of pressure and vacuum testing for all lines, including steel, plastic, fiberglass, single and double-walled in all conditions.

AccuMeasure: Optimum Accuracy

AccuMeasure is OWL’s unique, enhanced form of petroleum meter calibration. As standard petroleum meters wear over time, they tend to deliver slightly more fuel than registered, leading to "fuel shrink" and complicating inventory reconciliation.

This proprietary service was created specifically to mitigate this loss. Using specially designed provers and a rigorous, proprietary procedure, we calibrate meters with a higher degree of accuracy than traditional methods. This process helps our clients save fuel and significantly reduces the management time spent investigating discrepancies.

Environmental Consulting

OWL Services provides comprehensive environmental consulting services that safeguard your assets and ensure compliance with local, state and federal regulations. Our licensed experts can handle everything from initial due diligence to remediation planning, minimizing your project delays and risk of liability.

Site Assessments

Site assessments are often complex and time-consuming. We expedite the process by completing the necessary paperwork, forms, testing and submittals on your behalf—making the entire process easy and cost-effective.

  • Site characterization & reporting. Aquifer Characterization, Tier 1, Tier 2 and Tier 3 Risk-based corrective action (RBCA) Reports and Monitoring and Remediation Reports (MRR).

  • Remediation design & approval. Using site-specific data (depth to water, soil type, contaminant distribution, etc.), we develop a conceptual remediation design, conduct necessary pilot tests and submit a detailed (plan with proposed costs) to you and regulatory bodies for final approval.

Contaminated Soil & Groundwater Disposal

Contaminated soil and groundwater pose critical threats, leading to costly construction delays or project halts without meticulous preparation. Before ground is broken, we proactively pre-determine all contamination and groundwater issues to secure the appropriate permits. We manage the complex regulatory landscape, including analytical and permitting requirements for all discharged water—even if uncontaminated. OWL’s licensed professionals work directly with local and state agencies to handle every aspect of disposal and land application, guaranteeing your timeline and eliminating long-term liability.

Phase I & Phase II Property Assessment

The Phase I Environmental Site Assessment (ESA) is the due diligence standard (ASTM E 1527) for commercial real estate financing and protecting buyers/lenders. It satisfies All Appropriate Inquiry (AAI), providing landowner liability defense under CERCLA. We provide an objective assessment to determine compliance needs, evaluate financial/legal risks and define development potential. OWL delivers actionable next steps, enabling informed real estate decisions and protecting you from unforeseen liabilities.

WL provides comprehensive management of your tank removal or abandonment-in-place. We have licensed removers and consultants who have completed thousands of UST and AST removals and are qualified to close any system size—from single 300-gallon tanks to large UST farms—ensuring strict adherence to all necessary state safety and sampling requirements.

Sampling

Our certified team brings over 20 years of field experience to conduct sampling across all regulatory protocols. By guaranteeing the precision of data collection, analysis and reporting, we provide you with the confidence needed to make informed, cost-effective environmental decisions.

Secondary Containment 

Secondary containment testing is a regulatory requirement performed every three years. OWL Verify offers both conventional and cutting-edge methods based on your preference.

Dri-Sump® Testing

Utilizing an aerosol and vacuum, this cutting-edge method tests the containment system for integrity. After the installation of Vapor Stimulator Tubes (VSTs) (3-5 hours downtime), subsequent testing is very quick, requiring only 1 minute of certified test time, with minimal to no downtime. Dri-Sump results in no waste and no water disposal, providing a fast and definitive way to ensure assurance and maximum sales uptime.

DPLeak® Testing

DP (Differential Pressure) Leak Testing uses low vacuum pressure to evaluate containment integrity and quickly identify leaks. The process includes sealing off the containment sump and applying vacuum to perform a visual inspection of the entire sump and penetrations to locate any leaks and take pictures. The test takes a few minutes per containment and many minor repairs can be addressed quickly and efficiently while the technician is on site.

This method is third-party verified for accuracy and can be used on any type of containment sump. No water is utilized for this test so there is zero waste to dispose of and no risk of contaminating the fuel in the tanks.

Overfill Verification Testing 

Annual Overfill Verification Testing is a critical safety measure that prevents spills, protects your assets and maintains compliance during product delivery. This test is designed to verify that the overfill prevention device—part of the mandatory UST spill prevention equipment—correctly shuts off the flow of product at 95% capacity of the underground storage tank (UST).

Cathodic Protection

OWL provides a full suite of cathodic protection services to safeguard your underground storage tanks and lines, ensuring regulatory compliance and extending the functional lifespan of your assets.


  • Expert Oversight. All testing and results are conducted and reviewed by National Association of Corrosion Engineering (NACE) certified specialists.
  • Comprehensive Service. We handle 60-day rectifier checks for impressed current systems and the mandatory 3-year test/survey for both impressed and sacrificial systems.
  • Deficiency Correction. Should a failure be detected, our NACE-certified and licensed repair crews can immediately design and implement the appropriate solution.

Vapor Recovery

This essential service manages the regulatory compliance of high-throughput fueling systems, which are subject to annual testing. For sites handling over 100,000 gallons per month, OWL performs the required annual pressure decay test. By proactively tracking your test history and equipping field crews with common replacement parts, your site achieves on-the-spot fixes and passing results quickly, minimizing downtime.

Licensed Third Party Inspections

OWL Services provides both the mandatory third-party inspection and immediate corrective action support, streamlining the compliance management process and reducing contractor handoffs.

  • Certified AST Experts. Your required monthly, annual and periodic Aboveground Storage Tank (AST) inspections are performed by specialists holding industry-leading certifications (like STI SP-001) and all necessary state licenses, guaranteeing compliance with your SPCC Plan.
  • Inspect-and-Fix Efficiency. The inspecting technician is stocked with common replacement parts to perform on-the-spot repairs. This unparalleled continuity saves you management time and cost, moving your site back into compliance immediately.
